The Bare Shelves of KC’s City-Owned Grocery Store | An Economics Lesson on Disappearing Food

If a normal grocery store can't make it in some neighborhoods (in which looting and shoplifting massive amounts is the norm) then how can a government owned store make it unless it's heavily subsidized to the point of basically being welfare?
