Weren't we already tariffed by most of the world before we started using more than token tariffs at a fraction of those imposed by our trading partners?
Didn't we offer just about everyone equal or zero tariffs before we started imposing our current rates?
Was the USA the world's largest consumer when the Smoot-Hawley Tariff was imposed?
