The Heritage Foundation has been releasing a policy wish list since the Reagan years. This is the current year's boogeyman.
Trump has disavowed (for some reason) 2025. He has his own policy agenda and doesn't owe anyone. With his ego and lack of being in the pockets of others, it's unlikely that he's going to march to the orders of big business, the Heritage Foundation or RINOs.

"In recent months, Trump has lashed out against Project 2025, calling some of its ideas “absolutely ridiculous and abysmal.” He strained to distance himself from the work, claiming he had “no idea who is behind it.” Top Trump adviser Chris LaCivita recently referred to Project 2025 as “a pain the a**” for the Trump campaign."
