Let me get this straight.
The homeowners (for a large part) can't get insurance because the damn state and the freaking city aren't doing their governmental duties in regards to water management, staffing the fire dept and clearing brush.
Because they aren't doing their job, fire coverage is impossible for some to get. They won't be able to rebuild hence the governor's little erection dance at the thought of these people having to sell their homes.
Did I get it right?
