About the 3/5 Compromise...
The slave states wanted to count their slaves as citizens in the census so that they could inflate the population numbers, have more seats in the House Of Representatives and have more political power. This is in spite of the slaves having no rights at all
The free states did not want the slaves represented at all because they had no rights, were not citizens and they wanted to limit Southern political power.
A compromise was enacted in order to hold the nation together.
Yes, another civil war could have occurred before 1861.
By the way, free Blacks were counted both in the North and South and were not part of the 3/5 Compromise. This only effected slaves.
Dems love to throw out the 3/5 Compromise term because most of those that care anything about it are too dumb to actually know what it was about and too lazy to look it up.
