First of all, let's have a little common sense. It's not Covergirl putting the security devices on the products. It's the seller whether it is CVS, Walgreens or Walmart.
The seller tracks the import, stocking and sale of their products in the computer system. They know what products are not being "Sold" but happen to be missing (shoplifted).
There's no point in wasting time, money and irritated customers by putting security devices on products that are not being stolen.
I also doubt that the security devices are on the work boots.
