In general, I would say that you find the police working where crime is the worst. Guess what, officers are going to make more traffic stops wherever they cluster/work. As Black neighborhoods usually have more crime, you'll see more police doing policing (making stops, arrests, searches, etc.) among the Black community. This should be common sense.
