Here's a couple of things.
From school principles to Superintendents, all of them make a living and a future off of kids graduating. If the administrators can't change the culture of the neighborhoods feeding into the schools then they have to change the kids. If they can't change the kids then they have to change the standards. The standards for grades and graduation are never made more difficult.
I believe that this is one reason why we see so much CRT garbage, gender studies and Afro-whatever studies in schools. These courses lead to easy grades and a higher pass rate. Ka-ching, ka-ching, ka-ching for those that make a living off of running schools and districts.
Success without really having any success.
Our education system is run almost entirely by Liberals. They may be White Liberals or Black Liberals but it doesn't matter. The schools (and the teacher's unions) are run by Libs. An education failure is a failure of Liberalism.
"But, but, but... if the schools don't have enough money then inner city Baltimore kids can't get into Harvard!" The worst schools in this country are located in heavily funded (Democrat) districts. Check the funding for Baltimore, Chicago, Detroit, etc.
Regardless, these kids may not be able to get into top tier colleges (the same as most of us) or dominate in the STEM field. They should, however, still be able to read and do math at an adult level upon graduation. People learned to read and write 5,000 years ago when clay tablets and reeds were used. They should still be able to read at an adult level upon graduation today. That is not a high bar to set.
