What were the parents thinking when the kids failed month after month or year after year?
Actually, this failure had a lot of parents. The biological whatever that was "Raising" the kid deserves a huge share of blame. The school Administration, the teachers and of course... the crotch dropping itself share in the blame.
I'm sure that the kids put out maximum effort and as their grandmother's always say, "They were all genius's when they entered the school system."
This happens in far more places than just Baltimore. Our education system is geared towards passing failures.
